Switching program Upon arrival

How soon can I change my program?

Example: I receive my student permit in July and already in Canada.
Class starts in September. I also have a seat for a different program.
Can I switch program upon arrival?
Can I change program without even attending the program in my student permit?

Hi. its not suggested to switch the colleges/programs but I don't want to be discouraging.
You know what my wife did that. She didn't like the program she started in, stayed there for 1 term and then she got better program at different University so switched there. She just called the CIC at that time and told she is switching school so they can update their records, that's it. She completed her studies from different school on initial study permit issued for some other school. As long as you keep them updated, they will suggest you the options. No problems afterwards, got enough PGWP, and now PR too.
Totally depends case to case.
