Although my father won't come, we decided to include him in the application in case he comes in the future. My question is, is it okay to include insurance for only my mother and not my father? Since my father won't be coming, we didn't want to waste the insurance premium payment for nothing.

You need to show proof of medical insurance for both. If your father is not coming and if you dont submit the insurance, they can reject the visa. It is mentioned as the document required.
With that being said, there are companies who lets you deal with different situations like this, you can talk to them. Maybe they will charge 1 month or a few days of fees and then you can cancel it after the visa is approved.
