Your parents can stay till 2028 if they do not leave Canada. Remember to purchase medical insurance for them every year. It could really really cost you if you missed it.

Not sure if I understand your question. They can leave and enter again any time before their visa expires.
If they leave, the next time they enter the time allowed would be determined by the CBSA officer. (can be up to 5 years but can be shorter)
They will need at least 1 year of supervisa health insurance next time when they re-entered.
