I am considering to request the super visa for my parents now that I couldn't get in the sponsorship. My Mother has a tourist visa up until Dec. 2020, can I request a super visa even though she has a tourist visa??

Hi guys,

Question: my parents have multiple entry 10 year tourist visa , my mom has been staying here for up to 6 months and then she would leave the country and come back and she has done so a few times. We would like to apply for sponsorship but due to the income requirements we can only apply in 2021.
I was wondering if I could apply for super visa while they are in Canada on a tourist visa or do they have to leave the country in order for us to apply for a super visa? I have researched this and I am getting conflicting information. Some people say that it can not be done within Canada.
Your help will be greatly appreciated.

She has to go home to apply. It is unclear how much time she has been spending in Canada but she remains a visitor so has to reestablish her connections at home. She can apply to extend her TRV from inside Canada before the 6 months expires but at a certain point she will likely be refused an extension.
