my wife is on a work permit and waiting in the PR process, in order to get a super visa for her parents can I sponsor them since their my parents too? or is it only by blood related only? if I can't is the only option for them to visit by getting a vistors permit?
Unfortunately you can't sponsor your in-laws for the super visa. You'll have to wait until your wife gets PR so that she can sponsor them. For now, if they want to visit, it would have to be on a regular visitor permit.

when my wife becomes PR does she sponsor them based on her own income or household income? also I'm guessing you have to be at least 18 to be a sponsor?

I believe your wife can combine your income with her income to meet LICO. I don't know what the age requirements are.
