My last education was in 2009 MSc in International Marketing from Sheffield Hallam Uni. England.
Have relevant work experience in U.K. And in India .
I have two dependent my wife and kid. Who are not intent to travel with me will it make sense to visa officer for reason for strong tie to country ?
All suggestions welcome

IELTS score will an issue in your case. Having studied Masters in UK, you would be expected a score above the usual requirement. It's my observation from couple of cases, some people shared their CAIPS notes too where it was precisely mentioned. Although PG diploma isn't a bad choice, but after Masters and the experience you have, why don't you apply for at least Masters if not Phd (if you are eligible basis your profile). Well as you have wife and kid, you will have to mention this on your application. Now, whether you say you don't intend to invite them over or not, VO should consider the possibility of you inviting them. Though if she is working and working good ( i mean MNC or govt job or something concrete for her not to leave so easy) could show a possibility. However, one being married or not doesn't really matter much on decisioning. If you have good profile and seems a bona-fide student, they won't deny you.
You will be applying under SPP (assuming you are eligible to apply under SPP). so wish you luck.

Thanks a lot for your kind words , my wife is doing her masters and completed her 1st year .
And I'm also ashamed of my IELTS score as I didn't prepared for even a day before going to exam in my ignorance , as you suggested for masters course a good IELTS score is needed and I can not re-appear for it as it will be too late for Jan session and I can't wait for May as it is more then 6 month affair .
So diploma is the only option left in this poor IELTS score and tight timeframe .
I doubt my self that I can get visa on PG diploma . My consultant told me these diplomas are only of 12 months and I'm looking for something 2 year programme to be eligible for PR .

my personal opinion is that u should sit in ilets exam again nd try to get 7 or 7.5 overall band to be on safe side
however the requirement for pgd is 6.5 band but since u done ur graduation from int university Visa officer expects high band score from u
apart from that good presentation of ur file is also very imp
cheers
