My CIC application deadline is approaching fast and the only pending item is spouse's PCC from India.
The PCC application was submitted in SF consulate and it has been 40+ days now.
Can i proceed to submit the application without PCC and if so then what i need to upload in the PCC section ? I was thinking PCC submission receipt and a letter explaining the delay.

If you don't have the PCC yet and really need to submit your application, you can upload all documents showing you did all what you could (receipts, correspondance,etc...). But do know it's not automatic for them to accept it, as it's at their discretion to either reject application or send you a document request for that particular PCC.
