submit new/latest documents after PR is submitted

Hi,

I submitted all the docs for EE PR application, and included LOE explaining that the FBI Certificate that i submitted was from 2015, and showed proof that i submitted a new FBI request in 2017.

Now that i received the new FBI PCC, I would like to update my application but don't see a place to do so. Is there an email that i can use to send a copy of the FBI PCC?

Should i use IRCC webform and select PR - EE?

kindly advice if anyone experienced something similar in the past.

I am applying from USA, not a citizen though. Would the office be: Los Angeles or New York? or my country of birth/passport is the one i need to look for?

Does anyone have direction to provide on my above question? If i submitted my application while residing in the U.S (not a citizen), do I submit CSE to Los Angeles or New York when selecting location from drop down menu??
