I am the sponsor and I am applying for my husband's sponsorship. I found two addresses one for inland and the other outland
Is it okay if I being the sponsor send all the documents to the IRCC? Is it mandatory that the primary applicant has to send the application from his country?

You can certainly mail in the application package. However if your spouse is outside of Canada, you need to make sure the application is sent to the "outland" address.
