Can I put two pictures on a page and write the description underneath or do i need to print out 20 individual photos and write the description on the back? You never know with the govt.........

Better to put on a page because they scan each individual photo and the back as well.

we printed out 2 photos per page and a small description (1 line) at the bottom of each picture (what/when/where) (1 side print only)

Yes. I've seen people who have 2 photos per page (10 pages in total) and they recieved pre-arrival without any additional photo requests.
