I am currently doing a 1 year plumbing program at a DLI in Ontario.
after completing this program, I want to do a second 1-year plumbing program at another DLI in New Brunswick.
both programs are PGWP-eligible
assuming I am able to transfer credits from my first program to the second, would I be eligible for a 3-year PGWP after I graduate from the second program in NB?

No. You won’t be able to count the complete 2nd degree if you are using credits from the 1st degree. Are we talking one transfer credit or for multiple classes. Would your degree length be the same and would you be taking a full-time courseload without counting the transfer credits?

ideally, I would try to get credits for as many courses as I can.
I am a little confused, since the wording on this page of the canada.ca website seems to indicate something contrary to what you are saying:

Example 3: Transferring between eligible DLIs
A student completes a program of study at an eligible DLI and transfers the credits earned to another eligible DLI (or transfers the credits earned from a previous program at the same eligible DLI). If the student submits a letter of acceptance indicating that the credits earned in the first program have been accepted toward completing the subsequent program, the officer should consider all credits from both programs that contribute toward completing the subsequent program in determining post-graduation work permit eligibility and length. A post-graduation work permit is issued based on the completed duration of the program of study.
