Hi,
I am in process of getting work permit and my passports are in the consulate for visa stamp.
My son also applied for study visa as an independent application but provided reference to my application as I provided him letter of support based on my work offer letter (at that time my application was not at this level). However, his visa is refused. He has admission for fall, 2016 and also an offer for January 2017. If everything goes fine, I will be joining in September and wanted that my son also join same time (fall semester). How should we proceed now?

What did your son demonstrate as proof of funds in his application to support his studies? The fact you have a work permit isn't enough - he has to show a bank balance that covers first year tuition + $10K living expenses + travel expenses. Did he show a balance covering this amount?
Actually, I had in mind that they may see evidence of bank statement or other at the time of interview. So, we submitted a letter of support from me which mentioned that I will be meeting his tuition expenses and for living he would be staying with us.

You have to provide all of the evidence in the original application package. There won't be an interview and they don't request additional information. Again, the support letter from you isn't enough - a bank statement is required.
