I have a daughter(6 years old) that I want to apply student visa for her.How much her tuition fee in public primary school annually as an international student.as I material engineer with 10 years experience in own major, can I work in Canada while she studying there?
Your daughter attending a school in Canada would not give you any rights to also be in Canada whilst your daughter attends school . There is no such thing as a visa for a parent to accompany a minor on a study permit .
The only way would be if you were able to find an employer to sponsor you with an LMIA and your child would accompany you not the other way around. Alternatively for the minor to be supported by a guardian in Canada who is a PR or citizen but not the parent who as said would not have any status in Canada resulting from the minor attending school.

What Bs65 said is true, you can try but how you are going to convince the Visa Officer that your daughter's study in Canada is crucial and it's the only option for her.
You have two options , either you get a study permit for yourself or get a job in Canada which is very complicated.
In either case , you will have a status in Canada and can bring your child with you as a student.
No, you won't find free school for her. You can expect to pay around $13000/year in international tuition, plus living expenses.
Your child being a student doesn't give you any right to come to Canada. You could apply separately to come as a visitor but there is no guarantee of approval. If approved, you could come as a visitor, unable to work or access benefits like health coverage. You could attempt to extend your stay but will eventually be refused because you aren't allowed to live in Canada as a visitor.

What that actually means is the parent must have a legal status to accompany a child to Canada, generally a work permit, a study permit or as a PR or citizen. Immigration will not allow a minor into Canada without having a support network but that does not mean a parent can accompany unless they qualify in their own right.
If it were that easy for parents to come to Canada just because their minor child attends school would you not think thousands of people would do the same and not bother with getting a work permit or any other permit but just use their child as a means to enter and stay in the country ?
What others have told you is correct. Your daughter will be allowed to come to Canada if you can get a study permit approved. Tuition will be around $15K per year and you'll need to show an additional $10K to cover her living expenses. You will not be able to live in Canada while she studies (and certainly won't qualify for a work permit of any kind). So you will need to find a trusted person in Canada who can act as her guardian (this will most likely be the person she lives with while she attends school).
What you've quoted above does not mean you are allowed to come to Canada.
You're trying to use your daughter as a means of being able to live and work in Canada. It's not going to work and isn't possible. As others have said, if it was that easy - everyone would do it.
If you want to work in Canada, you need to secure a job offer from an employer and that employer needs to obtain an approved LMIA so that you can apply for a closed work permit.
