I received a valid study visa on the basis of LOA from a Canadian College. I applied for deferment of the course to the next intake due to some family emergency and I did not admission after the deferment.

Yes you should withdraw. It looks better if you withdraw versus the government cancelling Your visa. Just send a webform indicating that you are withdrawing your previously approved study permit.
