Hi,
I need help, this is my first time coming to Canada to study, at the Canadian border I presented all of my documents including the Port Of Entry Letter (POE) which stated that once I present the said letter I would receive my study permit, however no study permit was given to me by the immigration officer I was not given any further instructions whatsoever.
I wasn't made aware of this until this morning, when I tried to open a bank account.
When I went back to the airport to try and get a study permit the immigration officer told me that they cannot issue me a study permit, even if i tried calling the Embassy, I even showed them all of my documents including the POE.
I need help, what should I do, I am enrolled, I have paid for my tuition, I have no criminal record whatsoever, and I have a passed my medical exam, basically I have complete documents.

What type of program are you coming to take? Is it a short-term course less than 6 months or courses of general interest or self-improvement? Have you contact the school to verify your payment or how did you pay? Are you a minor less than 17 or 18 years depending on the province you intend to study? Above all, the BSO of the CBSA must have notice a change in your circumstances that would not warrant issuing you a study permit.

It is an associates degree program for 2 years, I have contacted the school, I have received the verification of my payment before traveling, I am 20 years of age, and I am based in Vancouver.

Sure, no instructions, but did he say "I'm not issuing this permit right now," or were you referred to secondary screening but left the airport by accident?

No he did not say anything, I was only told that I can go through and collect my baggage.

If you don't mind telling us the name of the institution and did you contacted the institution before or after you arrived in Canada? You can send an email with title 'URGENT' to the issuing visa office explaining your experience, they will be able to tell you in details. Something must have warrant CBSA denial of your study permit.

When I went back, I explained everything to them, he told me that I should have gotten my study permit when I landed. I explained to him that, I showed the officer back then my Port Of Entry Letter which stated that, once i showed this letter to the immigration officer i would be given a study permit.
The only reply I got from the officer was that I should've reminded the officer I was talking too back then that I needed a study permit. So was it my fault?

I'm sorry but I don't feel comfortable mentioning the name of the institution, but I have been in touch with the institution before and after arriving here in Canada. I will try to contact the Visa office.
If my study permit was denied, how is it possible that I was allowed to enter the country if there was something wrong?

I gave the officer my letter of acceptance and my POE letter, I even told him my purpose of travel, I told him that I went here to study.
