Study permit processing time

I'm a secondary 5 international student in Quebec and am going to continue my post-secondary education at a cegep in a few months. I was wondering whether my application would fall into the "study permit (inside Canada)" category or the "study permit extension" category. These two options have very different processing times, one being 3 weeks and the other one being 163 days as of right now. There have been some new rules and policies starting from 2024 and I'm pretty confused but I would really like to know the processing time of my application. Thank you!
