Study permit - Passport returned with a note

Hello guys

Can someone please share more info if they know anything? My sister applied for study visa, she got to the point where she did her medicals. Her application was updated saying she passed her medicals.

After a few weeks, she got her passport back without her visa but with a note saying : " your application is still in progress while your passport is being returned. You will be contacted to resubmit your passport if required"

Does anyone know what this means? Is this a subtle refusal? Any information will be appreciated.

If it is a paper application, the passport has to be submitted along with application/documents when applying.

Only online applications are accepted since Covid.

You do know that the application could have been submitted prior to Covid right?
I know of a case like this, application submitted in February.

It's simple, just means that they haven't made a decision yet. Ofcourse they don't want to hold onto the passport whilst nobody knows how long it will take to reach a decision.
