Study Permit INSIDE application

Hello, please give advice.
Currently on a Visitor Visa in Canada. Is it better to:

1. Apply for a Study Permit INSIDE Canada after taking a short term English pre-requisite course
OR
2. Apply inside Canada "as if" Outside after taking IELTS and getting an offer of acceptance
OR
3. Go back and apply in home country

Which option gives a higher chance of approval?

You can’t apply within Canada you’ll need to send your application to an outside office. Chances of approval are typically higher if living in your home country with ties to your home country but somewhat dependent on your personal profile. Processing can also take 6+ months if you have not even applied to a school yet so remaining in Canada waiting as a visitor is not an option for most.
