I’m a 40-plus applicant, who wants to convert my TR to a study permit. My current consultant informed me of the considerable risk for my study permit inland application.
The main reason is that my prerequisite language course was enrolled before I entered Canada (mid. of June), although I graduated from the class after I landed in Canada (mid of Aug.). He said I have two options right now:
1. apply for the study permit from outside Canada (rejection rate might be high)
2. enroll in the pathway language school again (will spend another 2 months)

What is a TR? You can’t “convert” TRV (I think that is what you mean by TR) to study permit. So you completed a short course in Canada but didn’t complete the course? For any study permit, you have to show funds, language skills, education and career advancement in home country. (justify costs of program with better paying job). If you are over 40, assume the pathway language school is to go into a Masters program or specialized post graduate program. Rejection rate will be high inside or outside Canada.

Was the pre-req course online? I don't get why your consultant wants you to repeat it.
Option 1 has a major chance of refusal given your age and as you've already cleared the biggest hurdle from a visa-required country - getting into Canada - I don't see Option 1 being a good choice.
But I don't understand the reasoning behind Option 2 either...

I completed a short course in Canada, which is online course. So I enrolled it before landing to Canada and completed it when I was in Canada.
The program is a master program.

So was the course a pre-requisite to getting admissions to the Masters? Do you have unconditional admission to the program stating that you completed the English course and now are admitted?
Either way you have to apply for a study permit. Whether it is processed inland or outland doesn’t really matter. You have to show educational advancement, career advancement in home country, funds, ties to home country etc.

With the online course there's definitely a chance the VO could refuse your inland app on grounds that you are ineligible to apply for a study permit under R215 because it was online and a part of it was completed before you even stepped foot in Canada. Although R215(1)(f)(iii) does't specify that you must begin the course inside of Canada. But still, with IRCC it's better to play it safe.
I actually agree with your consultant - go with Option 2.
Make sure the completion of the pre-req course will be within 6 months of your entry to Canada.
