Hi,
I am an Indian citizen living in new zealand from more than 5 years now, I have studied here for 2 years diploma And working from 3 years and my work visa is expiring in July 2020 and now I want to go for student visa in canada I have got the offer letter from couple of DLIs because of my NZ education and they did not ask for IELTS because I studied here.
I got couple of refusal of visitor visa around 2 months ago and all reason from 179(b), and I will apply for a student visa in march or april 2020, will it going to impact on my student visa application? Would Visa officer ask for IELTS? Should I declare the reasons of my TRV refusal in my Student visa SOP?
From all the information I found, previous refusal doesn't impact you as long as you can provide SUBSTANTIAL information in your new application.
I don't think IELTS is a requirement but it helps a lot.
And in your new application you should address the grouds for refusal.
What's your refusal letter like? Did you request CAIPS notes?
From the first refusal as follows.
I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history. • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit. • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your personal assets and financial status.
and from the second refusal as follows.
I am not satisfied that you have truthfully answered all questions asked of you. • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit. • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your immigration status. • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your current employment situation.

Yes - the TRV refusal may impact your study permit application. You will need to make sure you declare the TRV refusal in your application. You will also want to ensure that your planned studies in Canada make sense in light of your previous education and any work experience.

To prove ties to your home country it's best to apply from India. Also you should explain about your previous visa refusals.
IELTS isn't mandatory but it plays a big role for your study permit. The university waived my IELTS requirement and I requested an official letter from my university for that to help me apply for study permit.
You must declare all your previous visa refusals with explanation. While I was in Australia, I had NZ tourist visa refusal and I withdrew PR application from Australia. I attached all supporting documents when applied for Canadian Study permit and I was granted study permit in couple of weeks
