I was a green card holder and I am a U.S. citizen since 2012 and trying to apply for Canada study permit now, am I still considered of a lawful permanent resident of the United States with a valid U.S. Citizenship and Immigration Service(USCIS) number?

1. Of course you are, you stated that you are a US citizen, so no longer a green card holder.
They need me to prove US Permanent Resident ID on the Supporting Document upload section if I say yes but my Permanent Resident ID is not valid anymore since I am a U.S citizen now.
