Study permit extension advice needed!

I actually had two refusals of study permit two years ago but i got it approved in my third attempt after two year however due to current covid 19 crisis i had to defer my program to next intake , my program duration is of two year now here the problem is, my visa expires before new completion date and hence i'll need to file a new application for extension so should i do it right away or i can do it only before 4 months of expiration?. Moreover, would i need to mention in my application that i had two refusals previously? if so will it have any negative impact on my extension?

The validity of the TRV has nothing to do with the validity of a study permit. The study permit will be issued by CBSA upon entry for the length of your program.
