I applied for my visa on nov 2 and my start date is approaching on jan 6 and my medicals are updated in dec 3

It could but depends on purpose of webform and if you included new documentation. Also need to factor in passport stamping. What country has 3 week processing?
So it shouldn’t. Has eligibility, background and medical been completed in your file? If so, you should have an answer soon. Still would contact school and ask about deferral. Do you still have a seat available in your program for January without a permit?
Yes i have my admit in hand without permit , i also got mail from uni to register classes .medicals are updated on dec 4 , i applied on nov 3 on that day one of my friend applied with same profile he got his permit diff bw him and me was 20 members in application number . But i am worried about webform and late causing by ircc

Nothing you can do but wait. You need to contact the school about options (deferral/late start) within the week because schools close down for the holidays and the registrar office may not be fully staffed.

It may take a month to get a response for the webform and start date will not impact processing length. As previously noted you need to contact your school about potential options for federal or last day you could start if you do get approval and stamping soon. Holidays mean much slower processing during that period.
