Study permit background check Help pls anyone

Hi there,
I am a bangladeshi student in uk. i have applied for my study permit for canada in the london office.it has already been 6 weeks.today i got a mail from the embassy saying that:

Your file is currently undergoing background checks which take approx 10-11 working days to complete. We will inform you when your file is ready for issuance/issued.They didnt ask for any police clearance from me either.

i dont know what does that mean?should i take it as positive responseor negative?

if anyone can answer i would be grateful.
