Would you be able to assist me with an answer to the question below?
If a teenager is in Canada on a temporary visitor's visa for 6 mths and now wants to study and apply for a student visa. Can the person stay here in Canada and apply for a study permit and student visa?

The person can apply while they are in Canada - however the application must be processed through a visa office outside of Canada. They should also ensure they apply to extend their visitor status in Canada before the six months is up to make sure they stay in status while the study permit is processed.
Applying from within Canada at the end of a six months stay is not a very good plan unfortunately. To be approved for a study visa, you generally have to show you have strong ties to your home country and have no plans on remaining in Canada long term. It won't be possible for this applicant to prove any of this given they've been in Canada for six months as a tourist. So chances of approval are probably quite low - but they may get lucky.
