Study permit amendment refused and waiting for pgwp wp-ext

International student- 2year masters program
I originaly had a SP that allows me to work with all the conditions as per IRCC and then applied for extension since i needed one to complete studying during my final sem. The Extended SP unfortunately didn't include the same conditions that allows me to work. But according to ircc i can be part time student in my final semester so i should have had the working conditions added to the current SP. My advisor and ircc agent suggested me to apply for the amendment and then apply for pgwp. So i applied for the amendment waited for 1-2 week, then applied for pgwp.
I recently got the amended SP refusal letter becasue my course is completed and i should try to reapply to cpc edmonton . and i am still waiting for wp-ext (its been 10days since application).
According to ircc , we can work after applying for pgwp if we maintained full time status except for final semeter, masters from DLI, and i satify these conditions and according to this link https://www.canada.ca/en/immigratio...y-canada/work/work-off-campus.html#off-campus => i am eligible to work without work permit and shd apply for a amendment so, how i proceed now and am i allowed to work while waiting for my pgwp?

You can work full-time while waiting for a decision on your post-graduation work permit (PGWP) application if, at the time you submitted your application, all of the following applied to your situation: You had a valid study permit. You had completed your program of study

But my SIN needs renewal, for which i need either wp-ext or the amended SP right?

If your study permits was valid at time of PGWP application, yes.

it was definitely valid except it didnt have the authorization to work. thats the element i dont know what to do about. And ircc says you can work after applying to PGWP in applied status so it feels like a crossroad . Trying to understand what exactly to do
