Study Permit after PGWP, IRCC Portal or Secure Account?

Hi, my sister is currently on a PGWP expiring next month. She has decided to go back to school as no luck so far with any PR streams.

As she is applying for a new study permit from inside Canada, can she use the newer IRCC portal or does she have to use the older IRCC secure account?

I wasn't able to find clear information on this. Website says that to extend study or work permits, you should use the secure account. But technically she is not extending a study permit, nor extending a work permit. She is applying for a new (second) study permit from inside Canada and is currently on a PGWP.

Follow the instructions. Processing for study permits is 12 weeks so assume program is for Winter 2025. She will need to show new proof of funds along with tuition. Make sure she has strong reasons to take the program with career and education when she returns to home country to justify costs. Wanting PR is not a reason.
