She needs to get the medical done before filing application. No biometrics cannot happen before application. You will get a notification and a Biometrics letter after which you can take appointment.

Hello, what if she submits the application, go for biometrics (after receiving a biometric letter) and medicals. Then submit the medicals through web form? Thank you for your response.

That can be done. But sometimes in such cases, it takes more time for your medical to be updated on your application. However, if you are not getting medical appointment soon then you can probably do this
