One of my cousin wants to try to apply in Canada for study permit. My question is -
As cic has option for online application, do the applicant can apply online only or he/she must apply through VFS even though he/she applied online?
I mean, after applying online does he/she has to submit papers to local VFS office?

If application is approved then you send your passport through VFS rather than arranging a private courier and then the risk of not getting/received on time. Courier delivery handling charges would be more costly.
Apply directly to VFS and then link the application online, so you can keep tracks.
