I am a Master's student at McGill, European (not French), entered Canada one year ago. Planning to finish my Masters in August 2009. I am ready to apply for a CSQ under the Skilled Worker category, and the assessment on Immigration-Quebec website shows I can make it.

Do I have to wait that at least one year has passed since I entered Canada or can I apply slightly before that deadline?

Can I expect the application (both provincial and federal) to be considered before my study permit expires (August 2009)? Or should I apply for a Work Permit to be safe? What other options may you suggest?
