Student wants to get a full time open work permit

Currently I am an international student who is living in Manitoba. I have problems with paying my course fee. Is there are anyway that I can get a full time open work permit. ( as a full-time worker without studying)

No. You can get off campus work permit after 6 months of study in Canada. On this permit you can work for 20 hours during your semesters and unlimited in breaks/summer etc.

Conditions are:
1. You are full time student
2. Studying in the participating colleges/uni
