I will be graduating from a high school in Canada this year my marks are really good, and I got accepted into a university in January. However, my PR application is still being processed. Do I still need to apply for a study permit and what tuition fees do I pay (domestic or international)?

You really need to specify that you are applying for H&C since PR is not guaranteed and processing times are much longer. You will need to try and get a study permit and pay international fees. What is your current status in Canada?

PR process is not in process. You are applying for H&C and will see if you are approved/refused PR. You’ll have to apply for a study permit or delay your studies.

Yes your H&C application is in process not your PR application.

Because they are last resort applications and they aren’t high priority so don’t have a large amount of staff processing them and there are many more people applying for H&C for various reasons.
