There's no reason your partner can't try applying. Your partner should make sure their planned studies in Canada make sense in light of their previous education and work experience. They will also want to show ties to their home country and that they have enough funds to cover the costs of studying and living in Canada. It can be more difficult to get approval if you have a partner in Canada.
