Hi! Me and my husband both of us applied for a college and he got his visa approved and mine was rejected twice. I don't know what should I do. Should I go for a spouse visa and after coming to Canada apply for my study permit? Or should I apply for Student Visa for the 3rd time?

Sod you already have a TRV? TRV or SOWP aren’t guaranteed for spouses of international students but you can certainly try.

just apply for open work permit instead of going for another study permit application.

You may go for Spouse Dependent Visa so you can get full time work permit.
even my wife's visa got rejected twice.
Can I know what's the reason provided?

Are you studying in Canada? Is your wife studying in Canada? Your situation is unclear since it mentions that she studied at Algonquin.
