My student visa was rejected in March 2014 due to OTHER REASONS. My tourist visa is still valid till december 2016. Is it possible to apply for study permit at the port of entry? what are the chances of getting study permit if I apply within Canada?
As per new rules- "Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution".
No - it's definitely not possible for you to apply for a study permit at the port of entry. This is only possible if you hold a visa exempt passport.
You also cannot apply for a study permit from within Canada since you don't meet the conditions (which you have quoted) to do so. There are zero chances you will be approved if you apply from within Canada.
It is great if you can share with us the reason why you already had visitor visa but they rejected your study permit because I am the same situation, I already got visitor visa and want to apply study permit. So, I try to know the reason so that I can prepare better.
As my understanding, only US PR/citizen or exempt visa country can apply study permit within Canada. A few persons already in Canada and ask the same question. I already asked them to try apply study permit within Canada and share their experience but no once reply yet.
Tks, Thang
