Student visa refused due to no biometrics given

I applied for a study permit and was asked to provide biometrics but unfortunately I miss placed my passport. I had a replacement and emailed my local Canada embassy for passport updates and biometrics extension and I got a reply that my details updated successfully and I should proceed to provide biometrics with my old biometric letter . Fast forward I booked a biometric date to give my biometrics but I received a message from IRCC refusing my study permit because I didn’t give my biometrics. Can I send a webform because they gave me approval to do my biometrics unless the visa officer didn’t notice my request for extension

You can request opening your application by providing proof that you provided updated passport details and ask for reconsideration

I received an email that my visa application has been reopened so I can proceed to give my biometrics. I’ll do that on Monday and hope for a good news afterwards.
