student visa permit under process from last six months

need help. i had applied for student permit under SPP for Sept. 2016 intake but my visa refused due to my chosen course was not relevlent to my study then i applied again under SPP for Jan. 2017 intake. same result happened. but request to High commission with other students profile who got visa in same course and same study of mine. then high commission consider my file again and taken it under process since Dec. 2016. still it is under process. i emailed so many times to Canada cousulate at Chandigarh and personally visited at VFS centre Jalandhar. but no result. i am not able to get my college fee and GIC fee refund. so please advice me how and where i contact to embassy for my application result. positive or negative does not matter. so i will able to get my fees refund and do something in India.
