Tell your brother to wait until get "A levels" certificates .. Canada can reject your brother because most of the college/universities require A Level ... most of the countries in the world requires A level ..

Please may i know where you got this Visa Calculator from? Is this also from CIC, because to the best of my knowledge these is not 100% true, how can they give your uncle a priority over your sibling, to me it is not logical. all these visa thing really depends on the VO in charge of your case and luck, it doesnt reaally matter who sponsors you once you meet the criteria/ eligible, i have seen people who sponsor themselves and they are given visas, so in my own opinion i feel getting the visa depends on how well you can convience the VO
