Student visa after PR refusal? Possibility?

Is it possible to apply for Student visa after PR application that was returned due to the cap being full?

I'm in doubt coz I donno if the PR application was not even processed would it still count as a rejection, assuming that they have no records of it?

Kindly advise.

Were u given any UCI, i.e unversal identity number? If you were given, it means they have record of your application then no hidden place for you on ur past record as per your PR attempt. But if u have not given any UCI, then it is as good as u have never applied for PR and this is good for u. Though, it is not as if u did not stand a chance if u have been given UCI, but only that u will need extra effort to convince them that you are not taken short cut to get PR through student application. Notwithstanding and whichever case, give it a shot.
