Not necessarily. "Dual intent" is not, in itself a reason to reject an application. But you still need to meet the requirements of the study permit , and what you must do is convince the VO that you understand that you must leave Canada at the end of your period of authorized stay, and that you have the intention and means to comply.
hi jes_0n, may i ask something? did the VO requested you for medical before PPR? coz i submitted my CEC application 2 months after you submitted yours. they received my application on july 14, 2010. and my application is in new york VO too. so i am basing my timeline with yours. hope everything will be ok with my papers.

really!! i thought we have to wait for the VO medical request.. and yes, i have my federal and CEC application.. i dont know what's gonna happen to my papers next, the last time the new york VO sent me an email, they say don't request for status within 90 day. and last july 5th was the 90th day. i haven't heard from them yet.

You are supposed to wait for the medical request, but DMPs in Canada can/will do it "in advance" and the results have been accepted by CIC. More recently. CIC-Buffalo has started sending medical requests with AORs.
