You have to build a strong SOP explaining all grounds of gap and why this program, why canada and so on
Why don't you apply to colleges yourself?. In my opinion there is no need to go through consultants. They will just take your money. Find out what colleges (apply to public if you want a work permit at end of course) and what courses you want to do and find out if they will accept you. Then once accepted, apply for the study permit

Yess but there are many companies who do not charge
And basically Good companies have very minimum charges upto starting from $200 to $500. They can represent it in a good way. So I recommended him. Also, if agents are not taking it's their experience. Moreover, we should apply if chances are there, for only applying a application there's no need . Altast we need a positive outcome.Applying doesn't assure visa
