Student Visa a the Border

Hello:
I am a Citizen of Peru, and a permanent resident of the USA( green card holder). I was accepted at University of Toronto, and classes start in September 6th. I was wondering if it is too late to apply for the student visa or if I can apply for it at the border.

Since you have a u.s PR yours will be processed very fast at the border.Am not very sure of the process however you can check the visa processing times.

Where are you applying from? If from the U.S it will be faster but from PERU you shall be late.
