Student to PR in Quebec

My friend has stayed in Quebec for 2.5 years as an undergraduate student studying at McGill. She is a US citizen and wants to apply for Canadian Permanent Residency. What would be the best option for her? Does she need to reside in Quebec/Canada without being a student for a period of time before she is eligible to apply? She is majoring in Biochemistry (STEM major) if that makes a difference.

If she is willing to learn French, she can apply for PEQ in the last 6 months of her program (http://www.immigration-quebec.gouv....uebec/application-csq/students-peq/index.html) and wait for her PR while working in QC with her PGWP. She could also go for regular program if she doesn't have a French credential.
