Hello, I am french student enrolled in a master program in a university in Quebec. I had some issues with my CAQ (Quebec Acceptation Certificat), meaning i won't get my student permit on time for my flight on September 1st.
So i'm really lost right now. I was thinking going to Canada as a visitor and try my luck... i've funds, secured accommodation, an attestation letter from university, i'm even ready to flight back to France in 2/3 weeks to get my student permit. but what are actually the odds i get rejected?

It's hard for us to say if your study permit will be approved in time for the September semester. IRCC may ask you to defer your studies to January and not approved for September.
I'm not sure what you mean by "trying your luck". Do you mean coming to Canada as a visitor and then hoping your study permit is approved within 2-3 weeks of arriving here?
No one can tell you for certain what the odds are.
If you just submitted the study permit yesterday, that's extremely late. You've really left it to the last minute. There's certainly a very good chance IRCC will tell you to defer your studies to the next semester. But impossible for any of us to say.
By applying so late, you haven't left enough time for the CAQ and study permit to be processed before your classes begin. This has nothing to do with anyone's mood. The problem is how late you have applied.
There's some chance it will work out. But you should have a plan for what you will do if IRCC tells you this is too late and asks you to defer to January.
You're misunderstanding. IRCC may tell you that you cannot start school in September because you have applied so late. They may tell you to get a letter from your school postponing the start of your program to January - and then issue a study permit for January.

I would personally wait in France until you know if the study permit is going to be issued for September or not. You may fly all the way over here only to be told you can't start school until January.
