If a student has been approved a Study permit for Sept 2019 intake, for some emergency the student cannot make. Student get's a new offer from another college for May 2020 intake. The initial visa is still not expired.
a). Should the student simply travel to Canada as she has the visa and get her study permit and visa extended at the airpot
Or
b). Should the student apply for extension through Cic website for study permit extension, change of college and Visa extension

Your student permit may have already been cancelled after you didn’t attend the first program.
The confusion was if informing CIC about the change of college was the solution, or a new application has to be filed for the study permit ignoring the first approval altogether (as the first one might have been cancelled). The above 2 responses from 2 VIP members was the confusion in the first place.

I misread it. Since the student didn't attend the Sept 2019 term, the Study permit is automatically cancelled. She will have to apply again.

Not automatically cancelled but the school should have reported the person as a no show.

The student already has a new offer from college. Now the question is can she use the previous visa which was stamped in her passport and go to Canada and get the study permit updated at the airport itself. (She still has a valid visa).
