My son holds an Irish passport and has been a permanent resident for 8 years in Canada. He is on vacation in Columbia where passport and PR card were stolen. He can obtain an emergency travel document from Ireland and book a flight to Ireland via Toronto this weekend. The plan would be to talk with immigration officers, show tax returns for last 4 years / proof of employment, residency etc. However an Air Canada rep advised they won't allow him to board plane in Canada with temporary doc. Any advice on how he can get home please?

As he was advised, he will not be allowed to board a plane to Canada. He can change his flight to the US and cross to Canada overland or completely change the flight to transit to Ireland through somewhere other than Canada. He will need to apply for a PRTD to fly back to Canada.
