My friend who is currently on a temporary working visa received her CoPR.
She went on vacation to Mexico in order to complete her landing on her way back. But her CoPR (along with her passport, and her money) got stolen there!! Furthermore, her partner who already had a PR card had his card and passport stolen too!
What is the next step, what are they supposed to do?
Report to the police.
Contact the embassy of their country of origin and obtain some type of temporary travel document.
Contact IRCC to report stolen immigration documents.
Is her work permit stolen as well? If they can't travel back to Canada, they might have to travel back to their own country and sort things out from there.

So she needs to apply for a new passport and a new eTA. Fairly simple. When she arrives in Canada, she can explain the situation to CBSA and ask if they can print her COPR so she can land.
