Can Parents having Canadian & US multiple travel VISA stay 6 months in Canada & 6 months in US and then come back to Canada without going to India?

Will Canadian Border services allow them re-entry from US?

That's really up to CBSA. If at any point they feel the parents can't demonstrate sufficient ties to their home country, it's possible they could be refused entry. Typically CBSA is looking for a return flight to their home country.
