I have a generic question. If I obtained my PR through a Provincial Program like Atlantic Immigration Pilot, or a Provincial based PNP program, what is my obligation in-terms of staying in that Province I received my PR through?
1. Am I locked to that Province for life?
2. When I can freely move around within the Country and settle which ever Province after getting my PR? In other words, how long is this wait from the point of obtaining PR.
If there are federal clauses that state this requirement, please provide.

2) there is a moral and ethical responsibility to at least make a valid attempt to settle in the nominating province. You must certainly intend to do so while your PR application is processed, even up to the point of actually landing as a PR. Some provinces will penalise a supporter of the nomination if you skip out on the province. Manitoba springs to mind.
Some provinces are beginning to explore the possibility of misrepresentation compliance if a PNP applicant doesn't make an attempt to settle in the province of nomination. This hasn't been tested by the courts yet, but be aware that it is being explored. Some PNP websites are mentioning it now.

No matter what you must plan to at least land there. There was a recent case where a PNP recipient expressed to CBSA or immigrations that he was entering Canada to move to another province and he was not allowed to get his PR.

I don't think you have to stay in the Atlantic provinces if you move to Canada through the Atlantic Immigration Pilot. However, there must be a requirement that requires you to remain at least a certain amount of time in the province that you have moved to.
