From what I have read on this Forum it is not a requirement, however it may be very helpful to prepare same and have it notarized, just to strengthen your case. Just remember that you have to convince the VO reviewing your file that you are in a legitimate relationship. In your case I would think after 3 years and a child that its not too hard to provide loads of evidence to convince the VO, provided you have lived together continuously for at least 12 months . We didn't include the stat declaration in our app, and were never asked for it.
Sometimes CIC asks people to submit this even though it's not a required doc. I think this is when they want additional proof of people qualifying for common-law, over and above what they submitted in the app.
With 3 years cohabitation and a son together, IMO you don't need to include it, and CIC will probably not ask for it. You could always do it if you want just to be safe, as long as you don't mind filling out the form and paying a commissioner of oaths to validate it.
